Plan check and permit issuance managed directly with the relevant authority. Beverly Hills runs roughly a three-week plan-check cycle; for an ADU on a lot that already has a home, state law gives the city 60 days to decide a complete application; a Hancock Park project with exterior scope adds a Historic Preservation Overlay Zone (HPOZ) review — potentially a Certificate of Appropriateness — before permitting begins. Shulmen manages each directly rather than handing it to a third-party expediter.
